Endorsement for Prescriptive Authority

North Dakota allows qualified naturopathic doctors to prescribe noncontrolled drugs except for testosterone and legend drugs pursuant to a formulary adopted by the Board.  The formulary can be found under North Dakota Administrative Code 50-06-02-08.  The formulary utlizes the USP Drug Classification system. 

Limited Endorsement

To be eligible to prescribe, a licensee must first obtain a limited endorsement by entering into a written collaborative agreement with a supervising physician who will review the naturopath’s first one hundred prescriptions or one year of prescribing, whichever occurs first.  The supervising physician must hold an active, unencumbered North Dakota medical license obtained under North Dakota Century Code chapter 43-17, been prescribing and administering prescription drugs without limitation for five or more years, and must practice within the specialty area of the naturopath's practice.  The supervising physician must provide objective and independent reviews of the naturopathic doctor’s prescribing practice by evaluating the licensee’s ability to safely prescribe and administer prescription drugs within the naturopath’s scope of practice, education, and training, along with compliance with State and Federal regulations.  The naturopathic doctor must keep a duplicate copy of all prescriptions written to be reviewed at least monthly with the supervising physician. 

To apply for a limited endorsement, the licensee must email the Board the following:

  1. a completed application;
  2. CVs of the supervising physician and naturopath; and
  3. a copy of the formal, written collaboration agreement addressing the requirements of the endorsements laws and rules.

NOTE: the supervising physician and naturopathic doctor will be responsible for tracking the amount of prescriptions reviewed.  An example template may be utilized but not required. 

Waiver of Limited Endorsement

A licensee able to show substantial experience in prescribing medications under the laws and rules of another jurisdiction that has standards and qualifications for naturopathic doctors to prescribe medications at least equal to those required under North Dakota Century Code chapter 43-58, can apply for a waiver for the limited endorsement – thus obtaining the endorsement to practice independently directly.  To be eligible for the waiver, the naturopath must have taken and passed the NPLEX pharmacology examination and have prescribed for a period time in another jurisdiction under the direct supervision of a licensed physician. 

To apply for the waiver, the licensee must email the Board the following:

  1. a completed application for waiver of limited endorsement;
  2. a copy of the written collaborative agreement previously entered with a supervising physician from the other jurisdiction and attestation from the supervising physician that the naturopath is safe to prescribe; and
  3. a copy of the laws and rules of the other jurisdiction showing equal requirements.

Please note: A waiver of the limited endorsement to prescribe must be reviewed and approved by the full Board at its next regularly scheduled meeting before it can be issued pursuant to N.D.C.C. 43-58-08.1(4) and N.D.A.C. 50-06-02-06(3). 

Endorsement to Prescribe Independently

Upon completion of the requirements of a limited endorsement, the licensee may apply to prescribe independently by haveing the following sent directly to the Board: 

  1. the supervising physician's proof and verification attesting to the naturopath's safe prescribing practices sent directly from the physician to the Board and
  2. naturopathic doctor's successfuly passage of the pharmacology elective NPLEX examination (examination score must be sent directly from NABNE). 

Endorsement to Administer Intravenous Therapy

To be eligible for this endorsement, the naturopathic doctor must email the Board the following:

  1. completed application which includes attestation in providing such administration upon endorsement, the licensee will comply with North Dakota Administrative Code section 50-06-02-05, and
  2. proof of sixteen (16) hours of intravenous therapy which includes eight hours of instruction at a graduate-level course at an approved naturopathic medical school with instruction in indications, contraindications, formularies, emergency protocols, osmolarity calculation, aseptic technique, and proper documentation.
